Capital Advisory Committee

The Capital Advisory Committee was established in 2009 and is chaired by the Ministry of Education.   It enables Districts to provide input on the development and implementation of capital policies and procedures including Government initiatives affecting the utilization and operation of school facilities. 

Areas the committee will address include:
·         Procurement process and issues
·         Non-structural seismic guidelines development
·         Design/Build evaluation
·         Neighbourhoods of Learning impact
·         Early Learning impact
·         Space standards
·         Building envelope Program
·         AFG issues
·         Professional development / education presentations
·         Facilities Planning / PIR / PDR issues and processes
·         Capital Planning Ministry / School District liaison / issues / practices

Membership includes:

BCASBO (3 reps)
SPOA (2 reps)
BCSSA (1 rep)
Ministry (3 reps) 

The committee in its first year will meet every four to six weeks and then transition into meeting every fall and spring.

BCSTA Scrutineer Service

BCASBO provides scrutineer services to the BCSTA at their AGM each year.  Many STs attend the BCSTA AGM and assist with this service.

Payroll & Benefits Advisory Committee

The Payroll & Benefits Advisory Committee consists of accounting and human resource professionals from BC School Districts. The committee meets twice a year.

The Committee provides a network for BC School Districts Payroll and Benefits Managers to discuss issues common to all districts including implementing processes to adhere to collective agreements, Canada Revenue Agency rules and regulations, Employment Standards, Pension Corporation rules, Service Canada policy, and Benefit Carrier contracts. 

The committee makes recommendations to BCPSEA, Service Canada, CRA, College of Teachers, BCTF, Pension Corporation and Ministry of Education in order to have smooth implementation of new and changing rules, policies, and contracts. All School District Payroll & Benefits Managers are invited to semi-annually meetings, with the Advisory Committee, in May and November, to discuss current issues.

BCASBO Strategic Planning Committee

The committee’s mandate is to keep BCASBO focused on its Strategic Plan. 

Reporting to the BCASBO Executive the committee has the responsibility to maintain the integrity of our Strategic Plan and to keep the plan current and focused.  

This committee‘s role is to ensure that the Plan is a living, dynamic Plan that adjusts to current educational direction. The committee will submit recommendations and an action plan to the BCASBO Executive and if the recommendations are adopted the committee will facilitate implementation.  

The committee has the responsibility and obligation of drafting updates to report back to the membership periodically on the progress of the Plan. 

BCASBO’s Strategic Plan is a leadership tool that provides a proactive impetus. The implementation of the Strategic Plan and its goals will ensure the success and revitalization of the Association.  The Executive has and will continue to be the driving force for a successful Strategic Plan. 

The Executive have a wide range of ongoing issues and committees to address.  The Executive is in the best position to deal with the Strategic Plan and its related action plans and sufficient time must be allocated to do this well.  A Strategic Planning Committee will assist the Executive with this process.

Work Force Planning Steering Committee

The Make a Future - Careers in BC Education steering committee is charged with addressing recruitment issues in BC education through the development of the Make a Future Website, strategic advertising and other initiatives such as attendance and partnering with districts at job fairs to promote the site.  

The steering committee will review and make recommendations regarding the site, will review data re usage, make value and effectiveness of the undertaken initiatives.
